能源之星指点

目前在看美国能源之星资料，针对样品数量，它有如下描述：
Minimumof20unitstouseamultiplicationfactorof6timestheduration
Samplesizeof10to19unitsamultiplicationfactorof5.5shallbeusedSample
一直不能很好理解上面两句话的意思，请各位高人指点
