Abstract
Performancebasedcontracting(PBC)emergedasanewservicemodelwhichisreshapingtheacquisition,operationandmaintenanceofcapitalequipment.PBCisoftenreferredtoasperformancebasedlogisticsindefenseindustry,oriscalledaspower-by-the-hourintheairlineindustry.ThefocusofPBCisontheoutcomeofthesystemreliabilityperformance,notmaterialsandlaborsinvolvedinthemaintenance.Thispresentationintroducesanovelquantitativeapproachtoplanningperformance-basedcontractsinthepresenceofsystemusageuncertainty.Wedevelopananalyticalmodeltocharacterizethesystemavailabilitybycomprehendingfivekeyperformancedrivers:failurerate,usagevariability,sparepartsinventory,repairturn-aroundtime,andsystemfleetpopulation.Thisanalyticalinsightintothesystemperformanceallowsustoestimatethelifecyclecostbytakingintoaccountthedesign,manufacturing,maintenanceandrepairacrossthesystemlifetime.Twotypesofcontractingschemesareexaminedunderthecostminimizationandtheprofitmaximization.Thispresentationaimstoprovidetheoreticalguidancetofacilitatetheparadigmchangeasitshitsfrommaterialbasedservicestoperformancebasedcontracting.
