ThisstandardisissuedunderthefixeddesignationF963;thenumberimmediatelyfollowingthedesignationindicatestheyearof
originaladoptionor,inthecaseofrevision,theyearoflastrevision.Anumberinparenthesesindicatestheyearoflastreapproval.A
superscriptepsilon(e)indicatesaneditorialchangesincethelastrevisionorreapproval.
INTRODUCTION
Thepurposeofthisconsumersafetyspecificationistoestablishnationallyrecognizedsafety
requirementsfortoys.Althoughthisspecificationwillnoteliminatetheneedfortheexerciseof
parentalresponsibilityinselectingtoysappropriatetotheageofachild,orparentalsupervisionin
situationsinwhichchildrenofvariousagesmayhaveaccesstothesametoys,itsapplicationwill
minimizeaccidentsinthenormal,intendeduseandreasonablyforeseeableabuseofthetoyscovered
bythisspecification.ThisspecificationwasdevelopedoriginallyasaVoluntaryProductStandard
undertheauspicesoftheNationalBureauofStandards,DepartmentofCommerce,andpublishedin
1976(PS72–76).Thepresentrevisionisintendedtoupdatethesafetyrequirementstoincludethe
followingbyreference:publishedfederalmandatoryrequirements,relevantvoluntarystandards,
certainnewrequirementsforaddressingpotentialhazards,andseveraltechnicalrevisionsbasedon
producerexperiencewiththeoriginalstandard.
